I started this thread and now I will end it.
I installed WIN7 64-bit Professional. I just went to eBay and purchased for $64:

I snapped in the new memory. And Speecy reports that I am addressing
7.99 GB Total Physical
4.36 GB Total Available Physical
Memory Usage 45%
In other words: Fujitsu, in its original 4 GB Max specification
, lied. My Fujitsu T4220 is clearly able to address at least 8 GB with a 64-bit operating system
. That means that I can operate Adobe Photoshop Elements et al.
