When you power on how long does it take in secs/mins before it is actually into windows.
Once you have that info try loading safe mode by tapping f8 on switch on and then after choosing safe mode how long does it take in secs/mins. If its quicker than normal boot then its all your background applications causing a delay.
If you want quick boot up times then you want SSD. (solid state drive)
