When the CPU is the same or a lower TDP (Thermal Design Power) has (compared to the CPUs from the list), is not an issue. Intel will give you this information: http://processorfinder.intel.com/default.aspx

I read the manual of the motherboard which indicates that the processors supported by this motherboard are the CPU features E6000/E4000 series Conroe Dual Core, 65W, 4MB Catch and Intel ® LGA 775 Dual Core E6000 Series processor at FSB 1066 MHz, so that's the problem, if you have a processor 6000 series has a FSB of 1333 MHz is what is happening or not happening there ?

This ist the Limitation of a 32bit OS. It sees 4GB, but can only address 3.XGB. A 64-bit OS can see and is able to address your 4GB or more of RAM.
