I had the same problem with Windows 7 32-bit. I managed miraculously to solve it by installing the latest driver from Intel and installing Launch Manager from my Vista disk. After a few attempts a box appeared allowing me to turn WLAN and Bluetooth on and off.
When on Control Panel under Network Connections I select the WLAN icon. Hitting Fn plus F1 brings up the box for bluetooth, wlan and umts. What else do you want. I do not know, whether that would have worked without the software installation Give it a try.
