Celsius R570-2 won't boot with 2 cpu

Hello

I've bought used motherboard for Celsius R570-2.

It's impossible to make him work with 2 cpu.
Right now, the configuration is :

- motherboard D2628-C14 GS 1
- 2 x Xeon E5504
- 2 x 4 Gb

* With one cpu, the board works
* With 2 cpu, no boot.
it start and stop 3 times and after I hear several beep : 1-3-3-1

The signification is : 1-3-3-1 28 Autosize DRAM.
When I remove the memory for the second cpu, the board start.
I noticed that 8 logical cpu are seen when E5504 has no hyperthreading.

cpu and memories work well on another D2628 board.
Memories has been changed with no joy .

both cpu are seen but unable to boot with memory for 2nd cpu

The problem is not solved : i've changed the board.
Me to I would like to know what is the issue.
