The D1447 Mainboard in this Primergy does not allow for manual clock adjustment. It does, however, have the special FSC Feature "Thermal Management", which can be used to throttle (eg. clock down) the CPU at a certain (user-selectable) temperature.
a) Go to BIOS and select "SELENT" Mode instead of "AUTO". This will have the CPU getting throttled at quite low temperatures.
b) use the Software SystemGuard (Windows) to set the throttling temperature: http://www.fsc-pc.de/support/Description.asp?drvid=29883&search=sysguard
Perhaps also tell what your GOAL is, maybe there is another way to achieve it...
