[Pi 2550] CPU @ 38% of max frequency!?

OK, I thought I understood mobile CPU speed control technology, at least the basics - but obviously not in this case...
I have noticed on a few occasions that my processor speed listed in Fujitsu Siemens' "First Steps" utility is 800MHz
(as shown on picture below):

I supposed it "slows down when nothing to do" but that value was the same when I was 3D modeling and rendering
which is clearly shown - "38% Maximum Frequency" (800Mhz of 2.1GHz) in this screen capture of "Resource Monitor"
(while rendering):

Any clue?

Dont you have turned on silent mode?

No, not the silent mode but the "power saver" power plan. :oops:
Changing it to "balanced" or "high performance" solves the problem... :)
