SCALEO P with Windows 64 bit, USB Problems

Long shot but wondering if anyone can help with some 64 bit issues i've been having.

I have an old Scaleo P (the serial number identifies it as "Scaleo P PD 940 1 2,0G"), it has an ASUS P5LD2 FM/S motherboard and a Pentium D 940 CPU. I recently installed windows 7 x64 as i discovered my processor could handle the upgrade and liked the idea of utilizing my 4GB of ram. However, once windows was installed, all of my USB ports are running at very slow speeds (4mbp/s max) and windows notifies me that devices could run faster. I've tried installing any chipset updates but nothing is making windows recognize the USB ports are 2.0.

I'm not sure if this is because there has been no BIOS update since 2006, the pc's release, or if there is something i can do? it's a shame there's been no bios update because currently there is no "memory remapping" feature in the BIOS so i cant even use the entire 4gb of ram anyway! still capped at 3.12 =(

if anyone could shed any light on this at all, would be much appreciated.
