Problem with turning PC on

I have a scaleo Pa PC.
When I turn the computer on then the blue light on the button to turn the PC on no longer is showing and there comes a black screen with notice " no signal". Cannot then turn the PC off. Only over the power supply at back of computer is it possible to turn it off.
Is the problem with the on/off button of PC or power supply.

Is the fan on the power supply running?

yes the fan is running. everything seems to be working but no signal. blue LED on on/off button of PC not lighting

Could be power supply, graphics card or motherboard.

Sorry, can't be more specific.
