Boot from USB on Fujitsu D3644

I want to install an OS (I tried Debian, Proxmox and Windows) from USB on Fujitsu D3644 with BIOS 1.6, together with Xeon E-2146G CPU and 4 Samsung RAM 16GB (16GB ECC RAM Samsung M391A2K43BB1-CTD), and the NVME M.2 SSD.
- In the menu "Welcome to Proxmox Virtual Environment" I select "Install Proxmox VE". After some tekst, the PC starts to reboot.
- With Debian Buster debian-10.2.0-amd64-netinst.iso, I get the same result.
- with Windows, the PC also suddenly re-boots.

I have selected “disabled” in "Secure Boot Control" (Secure Boot - not active). According to the manual, this option "Specifies whether booting of unsigned boot loaders/UEFI OpROMs is permitted." ftp://ftp.ts.fujitsu.com/pub/Mainboard-OEM-Sales/Products/Mainboards/Industrial%26ExtendedLifetime/D3642-B_D3644-B/Documentation/
Disabled: All boot loaders / OpROMs (Legacy / UEFI) can be executed.
Enabled: Only booting of signed boot loaders/UEFI OpROMs is permitted.

1) What is going wrong and how to proceed with the installation?

2) in the BIOS Boot Menu -> Boot option, I see only the USB drive, but not SSD M.2 of HDD SATA which are visible in the Advanced settings. Should SSD and HDD be also visible in the boot menu?

3) I could not find any option in BIOS to boot in legacy mode. Is there any way to disable the UEFI boot mode and to boot in an EFI mode?
