Fujitsu(-Siemens) distributerd two types of USB floppy drives; it's been a while, but I recon those were NEC and (later) Y-DATA drives...
If you're using NEC drive, you might be experiencing problems with boot and OS-installation processes...
If available, try using Y-DATA drive (or simmilar from other manufacturer)!
This way I want'ed to point out that not all USB FDD's are "born equal" - so the problem could potentially be FDD itself - and not (so much) Primergy server.
Also, additionally, on some (OLD!) Primergy models I've experienced problems with USB devices when they were connected to front USB connectors - use ones on the back instead!!!
