I'm trying to locate the drivers for this dock and I haven't been able to.
The model is NPR44.

The power button should turn off and on the computer, shouldn't it? And is there a light indicator?

On/off button with resume support for dedicated FUJITSU clients.
In short: the on/off button may not work correctly with different clients.
