Even on AC Power the OS is set by default to lower the CPU frequency when it's not used. Like I said before turn on your Laptop and check the Power settings under the BIOS, perhaps you have them set to aggressively? Or you could change the Power-Saving Settings ~In the Control Panel~ to run everything @ 100% all the time.
