Most m/boards switch from onboard to the new card automatically when you install it.Have you tried the new card in another machine.(it may be faulty).
Please post your m/board make and model.

Sounds like your power button is shorting out.Try checking the connection at the m\board
(MAKE SURE YOU UNPLUG IT FIRST).
