Its posible that somthing in your bios settings got changed on boot settings low or fast boost like sheckking for error's loading stuff that takes allot of time sheck ur bios
its not FS the make hardware, vista is a bugy Operating system not 100% bugfree like windows XP , XP autodetects hardware and autoinstall it and i'm not sure for vista
make sure ur airflow is good enough so gpu and mem stays cool somegoes for other parts make sure it fits in ur agp, pci-e socket not that its half in it sheck for the right drivers some work some dont
