I don't know the answer, except that I'm sure it will require a program on the Loox to copy the NMEA text stream (I'm assuming that is what the PC will require) to the USB port. I have been powering my Loox N500 from a multi-voltage car adaptor. Inadvertently I switched its voltage to 12V without knowing it and left the Loox running. Maybe a well-discharged battery takes too much current for a USB supply (which is strictly limited) and thus it refuses to charge at all. Try a proper charger (mains or 12V).
